He started his career as an Economist at the Telecommunications Regulatory Authority before joining the Authority for Electricity Regulation as a Regulatory Advisor in the Office of the Executive Director in 2007. During his professional career, Qais assumed direct responsibility for the regulation of the electricity sector and contributed to the expansion in scope and the establishment of other regulatory institutions in Oman.

He also advised the government on fuel diversity issues and the development of renewable energy projects while ensuring the electricity sector continues to operate efficiently and attract foreign investments.

He has extensive experience in restructuring and change management from his time as Chairman of Oman Postal Company and his participation as a member in the restructuring of the water and waste water steering committee.

Beyond the water sector, Qais is also actively involved on a number of steering committees and boards in various sectors including:
• Steering Committee Member of the National Program for Fiscal Balance (Tawazun)

• Board Member at National Olympic Committee
• Deputy Chairman of Oman Aviation Group
• Chairman of Oman Aviation Services 2019-2021
