Summary
He started his career as an Economist at the Telecommunications Regulatory Authority before joining the Authority for Electricity Regulation as a Regulatory Advisor in the Office of the Executive Director in 2007. During his professional career, Qais assumed direct responsibility for the regulation of the electricity sector and contributed to the expansion in scope and the establishment of other regulatory institutions in Oman.
He also advised the government on fuel diversity issues and the development of renewable energy projects while ensuring the electricity sector continues to operate efficiently and attract foreign investments.

Ahmed has more than 22 years of experience in various fields. He worked in many positions in the electricity and related water sector, starting with the Ministry of Electricity and Water, and then joined the Electricity Regulatory Authority (Authority For Public Services Regulation) and then joined the Rural Areas Electricity Company (Tanweer) one of Nama Group Companies, where he worked as Chief of the Supply Sector since 2015 and was appointed as acting CEO Since 2021.
Ahmed has a wide experience in regulation and led several services teams related to services development, where he was appointed as Chairman of the Customers Services Development Committee in The Electricity Sector. He also participated in a number of internal and external committees in relation development of business systems and renewable energy solutions.
Ahmed holds a Bachelor Degree in Economics from Sultan Qaboos University and a Master Degree in Business Administration from the University of Strathclyde and has also successfully passed the National CEO Program.
Professor of Water Resources Management, Arabian Gulf University
Prof. Al-Zubari currently holds the academic position of Professor of Water Resources Management at the Arabian Gulf University (AGU), and administratively serves as the Coordinator of the Water Resources Management Program, College of Graduate Studies. He served as AGU Vice-President for Academic Affairs (2008-2010), and the Dean of the College of Graduate Studies (2010-2013). He obtained his MSc degree in 1987 in the field of groundwater mathematical modeling from Ohio University and PhD degree in 1990 in the same field from Colorado State University, and joined AGU in 1990. Since joining AGU, he has taught many courses in Hydrogeology and Water Resources Management and Planning in Arid Regions, and has published more than 90 research papers in peer-reviewed journals, conferences, and seminars. His research interests include the Water-Energy-food security Nexus (quantifying, modeling, governance, planning and management), water resource resources governance, planning and management, use of numerical modeling in the assessment, development, and management of groundwater systems. He served as the Editor-in-Chief of the regional Arab Gulf Journal of Scientific Research (AGJSR) during the period 2006 – 2010. He serves as a consultant for many UN organizations, including UNESCO, UNEP, UNDP, ESCWA, and FAO. He has been active in the Water Science and Technology Association (WSTA), and has served as the chair of its scientific committees (3rd, 4th, 6th, 7th, 9th, 10th, and 12th Gulf Water Conferences), and was elected as its president for two terms (2001-2003 and 2013-2015). In December 2002, he received the Award of Best Researcher in the Arab World in the field of Water Resources from the Arab League Educational, Cultural, and Scientific Organization (ALECSO). In March 2008, he published his first book on Water Issues and Challenges in the GCC (in Arabic), which received Yousif Bin Ahmad Kanoo Best Authors Prize.

Directly in the field of work as the first treatment process engineer in Nama Group as a result of her keenness to expand and go deeper in her field, she completed her scientific career to obtain a master’s degree and a doctorate in environmental engineering, specializing in water treatment processes.
Thanks to the extensive knowledge she possesses in this specialty, she was able to progress smoothly through the career ladder and held several positions, including: Head of the Process Engineering Department, and she currently holds the position of Head of the Research, Development, Innovation and Sustainability Center.

Ali Issa Shamas was appointed as the Chief Executive Officer of Dhofar Power Company (Dhofar integrated services company) ( Nama Dhofar Services ) in 2012 following a long career in key industries. Prior to joining Nama Dhofar Services, Ali spent 17 years in Petroleum Development Oman (PDO) as the Area Manager of Bahja and before that worked for NAM (Shell Holland) for 3 years as senior operation engineer in the North Sea Gas fields . Industrial Engineer and MBA with over 25 years’ experience in international projects in different fields,
including the water and energy sector.
Most of his international career has taken place in the Middle east and Oman in particular. Juan Jose began his
journey in Oman in 1998, where he was in charge of a construction project in Salalah until 2002. Later on, in
2010, he returned to Oman as a Business Development Manager in charge of power and water projects
providing financial services to GS Inima for the bidding of the desalination projects Ghubrah 2 IWP (2012) and
Qurayyat IWP (2014).
In 2016, he was appointed CEO for the Sohar 4 IWP, a 250,000 m3/d desalination facility with a 20 years Water
Purchase Agreement with OPWP.
In 2021, Juan joined GS Inima as CEO of the Barka 5 IWP where GS Inima is responsible for the development,
design, finance, construction and 20-year operation and maintenance of a 100,000 m3/d Reverse Osmosis
desalination facility. In 2022, GS Inima approved Juan´s proposal to develop a 5 MW PV Plant for self-supply of
the Barka 5 desalination facility. The project is expected to be completed in 2024.
